Highlights of Projects Performed

• Developed technical specifications and project planning documents for a statewide NG9-1-1 system.

• Planning and development of technical specifications for a $350 Million multi-agency public-safety communications network,  including P25 digital trunked mobile radio, mobile broadband based on LTE 4G technology, and 10 Gb fiber ring interconnecting dispersed data centers in Southern California.

• Performed independent peer reviews of wireless site development applications on behalf of local government agencies.  Provided presentations and testimony in front of planning commissions, city councils and county boards.

• RF Safety Analyses to ensure FCC compliance.

• Design and implementation of a NG9-1-1 system serving the North-Slope of Alaska, including 8 remote villages with only satellite connectivity.

• Design and implementation management of a county-wide broadband fiber optics network, including the core network components, providing voice, data and video services to over 80% of homes and businesses in rural Washington.

• Performed a needs assessment and  extensive evaluation of P25, TETRA, TETRAPOL and other digital LMR technologies for a major oil company in Saudi Arabia.

• Design and implementation management of a 900 MHz broadband wireless data system serving remote areas of  Washington.

• Design and implementation management  of a LAN/WAN corporate data network with over 110 nodes and over 1800 ports.

• Redesign of  an existing 10-site EF Johnson Multi-Net analog trunked radio system to optimize coverage and capacity, including a 4-site simulcast cell.

• Design and implementation management of a six-node CISCO ONS15454 OC-48 SONET fiber optic backbone interconnecting critical infrastructure facilities.

• Design and implementation management  of an in-plant coverage enhancements for an 800 MHz trunked mobile radio system at two major hydro power plants through site optimization, bi-directional amplifiers and in-building RF distribution system.

• Design and implementation management  of a 900 MHz SCADA system serving a water utility company.

• Planning and project management of a major data center and 800 MHz radio dispatch facility for a public utility company in rural Washington.

• Design and implementation management  of a 12-node distributed telephone network, NEC NEAX 2400 IPX, operating in hybrid digital and IP modes.

• Design and implementation management  of a SCADA system serving three fish hatchery complexes.

• Design and implementation management  of a cable TV headend including satellite antenna systems.

• Developed the project proposal, preliminary engineering and contract documents for a TETRA 800 MHz digital trunked mobile radio network covering the Eastern Province of Saudi Arabia.

• Managed engineering, procurement and construction of an E.J. Johnson, MultiNet analog trunked mobile radio system containing 28 sites.

• Developed the functional specification document and managed the construction of a UHF voice and data communication system to serve 220 well sites and 12 pipeline valve sites in Saudi Arabia.

• Managed the design and implementation  of a 370 km SDH STM-4 fiber optic network and UHF oilfield voice/SCADA data communications system in Saudi Arabia.

• Managed the detailed design and implementation of a 350 Km SDH fiber optic transmission network including one ring of six STM-16 nodes, one ring of seven STM-4 nodes, and one ring of 12 STM-4 nodes.

• Developed two major new communications sites at Elsinore Peak and Santa Rosa Peak in Southern California.

• Designed, procured, and managed the implementation of a $6 million telephone network and call accounting system for a public-safety agency in Southern California.

• Planned and managed the implementation of a 21-hop digital microwave system in Riverside County, CA.
